Taboe-Sani with electric element heating at the bottom but not at the top

Have a Taboe-Sani radiator with electric element which is heating at the bottom but not the top, guessing this is due to not enough water in the radiator, can this just be topped up? What is the correct procedure? Thanks

    Hi.
    To fill the radiator;
    ensure that the power is off.
    remove the pressure relief valve from the top of the radiator
    fill with water (pour into open hole where relief valve was)
    replace relief valve

    After the radiator has warned up for the first few times there will be water appearing around the pressure reielf valve. This is normal while the water presure and volume settle down

    That was easy to do and has done the trick; the radiator is now heating at the top again.
